Count Value Setting Flow 

The flow below illustrates the procedure of setting a count value. 
Set a value in the counter setting register first. Then change the bit in the counter setting flag register 
from 0 to 1. When setting the same value, it can be done by simply setting in the counter setting flag 
register. 
This bit is checked per cycle, Therefore, the values need to be held at least for the period of one cycle.
