4.5. IPv4 TOS/IPv6 TC or DSCP

Instead of 802.1p, setup EOC 20-01/ EoC 20-02 to use the precedence 2 bits of IPv4/v6 DSCP for priority queue
mapping. Be backward compatible with present uses of the IP precedence field of the IPv4 TOS octet or IPv6 TC
byte. The precedence 2 bits in this field (DSCP/TOS/TC) decide the destined priority queue (Q3/Q2/Q1/Q0).
