Enabling DOM Function on Port

SFP DOM polling test function
need to be enabled or disabled
on interface by command
line. The default is disabled.
The polling diagnosis related
information will be viewed
after it is enabled. Otherwise
the related optical module
information can’t be showed.
Only support physical interface, 100M port, gigabit port and 10G
port.

temperature, voltage, current,
sending and receiving power.
This supports single interface
view and single board view.
