Residual Standard Error multiplied x1000; a measure of jaggedness of the SQM data
over a time range specified by the user (typically 90 minutes); if RSE is large, for
example ¿ 50, then conditions can be considered to have been cloudy

Scattered clouds passing overhead cause variations in the SQM brightness readings - a plot over time under a cloudy
sky tends to be very jagged. See Figures 2 and 3 of this report

ResidStdErr is a measure of the jaggedness or roughness of the SQM data over time. Large values indicate cloudy
conditions. Small values represent clear conditions. You can later filter out cloudy data by only accepting data points
characterized by a small RSE value.
This cloud estimation algorithm fits a linear regression to the SQM data over a time range. and calculates the Residual
Standard Error (RSE), a measure of the fit between the linear regression and the actual SQM data. See figure below.
