A conversion from 50 frames to 60 or 30 frames or a conversion
from 60 frames to 50 or 25 frames is not possible.
Scene change detection:
Enables / Disables the scene change detection. If FEC permission
is enabled (see chapter 3.4.17 on page 51), the scene change
detection is independent from FEC (Forward Error Correction).
Chroma Downfilter
Enables / Disables a Chroma Filter from 4.2.2 to 4.2.0
Enable the Filter when difficult Input with fine lines is used.

For downscaling and chroma downfiltering frate_divider may
need to be set to an appropriate value > 1, depending on input
resolution and cpu usage caused by other options like padding,
video_bitrate or talkback
Input:
Specifies the video input which is available on the Sub-D 26-pin
connector or on the BNC connector of the front panel.
