DP dial pulse count 
handling

This sets the number of pulses when sending the dial pulse.
Since the pulse count varies according to country, change the setting as 
required.
"00": NORMAL (Pulse=DIAL, 10=0) 
"01": EXTEND (Pulse=DIAL+1)
"10": REVERSE (Pulse=10 - DIAL) 
The initial value is reverted to if a value outside of the setting range is 
set.
