Operational state

Some PDO attributes define how the PDO data are exchanged with the network.
A simple and deterministic method of exchanging PDO data is to configure the PDO attributes so that PDO can be sent on receiving the
Master SYNC message: this means that the Network Master must generate a SYNC message at a fixed frequency (e.g. 100 Hz), upon
which the device will transmit its PDO.
