Port No.: port for bandwidth restrict

Tx/Rx rate: select transmit/receive rate for each port, the number is 0-255, 0 is no limit

Speed base: rata-limiting base of the switch, including two, one is low, the other is high.
The speed base of low is 32Kbps, the latter is 256
