Each RCP-1600 unit should have their unique and own device address to communicate over the PMbus. 7-bit address setting pins are
used to assign a device address for a RCP-1600 unit, as shown in the description below.

A0-A3 allow users to designate the address for each RCP-1600 unit; these four bits are defined through a 4-pole DIP switch on the rear panel
of the rack shelf. There are up to 16 different addresses are available to be assigned. When DIP switch in the “ON” position means logic “0”;
when it is in the “OFF” position, meaning logic “1”, for example, position 3 in “OFF”, the corresponding bit, A2, is set to logic “1”. Please refer to
Table 3-1 for the detailed setup advice.
