Scan Control Enable—When set, this bit enables the
SCANCON lines. When clear, all SCANCON lines are
disabled (high).

CLKEN

Clock Enable—When set, this bit enables TRIG0 as a
clock for the hardscan circuitry. When clear, TRIG0 is
