To disable the power supply for PCI Express Mini Card:

2.7.6 Switching Serial Interfaces
The GPIO controller instance 1 in the FPGA is used to activate or switch serial interfaces
from UART to SGPIO. The functions are switched via multiplexers.
The default device name of the instance 1 of the GPIO controller 16z034_GPIO is "z17_2".

Interface Multiplexer (mux_if0)
The interface multiplexer 0 is used to change the serial interface 1 (X1) from UART
(default setting) to SGPIO (required if you want to use the SA15 SA-Adapter in this slot).
