Sets airflow threshold for determining occupancy

Whenever the measured flow exceeds the
Occupancy Determination Flow Setpoint, the
system will be in the occupied mode. Whenever
the measured flow is less than the Occupancy
Determination Flow Setpoint, the system will be in
the unoccupied mode.
