Turn on the electrical supply.  Is Voltage between 216V and 240V?

Isolate the electricity supply.
Remove bulbs and test them for continuity.
Is there continuity?

Refer to B.B.U. electrical fault finding.

Faulty bulb(s), replace.

Remove cover from plug.
Is there continuity between terminal 'L'
on plug switch (red cable)?

Faulty Switch and Cable assembly, replace.
