Number of VL-entries of type TY_FDX_RX_VL_ACTIVITY written to the provided buffer. If the
provided buffer (indicated by variable ul_MaxReadBytes) is too small to contain the information
for all active VLs this number might be smaller than number of active VLs (ul_NumOfActivVL).
Return Value
Returns FDX_OK on success or a negative error code on error.
