Indicates the value of the time-out on the serial
link ( time out counts on bytes lapsed on the
current baudrate). E.g: at serial baudrate
9600bps, a value

time on 9600bps, that is: about 5ms.
This is used: when the serial FIFO is not full,
after this time out, the data in the FIFO will be
sent out via RF link.
