Specifies the time in seconds for interface to start up. If it is not
up after this period, it will be considered a fail.

Web: Signal Test
UCI: multiwan.[..x..].signal_test
Opt: signal_test
Defines script to test various signal characteristics in multiwan
signal test. For example:
option signal_test '(tech == 0) then (sig_dbm > -70) else
(rscp_dbm > -105 and ecio_db > -15)'
This states that when technology is GSM a health fail is
determined when signal strength is less than -70dBm. When
technology is not GSM a health fail occurs when either rscp_dbm
falls below -105dBm or ecio_db falls below -15dB.
