The display of LEDs does not change even if rotary encoder is rotated

2-3. Troubleshooting

Are harness connections among 
CN402 (G-3) through CN409 (J-3) on 
the CP-364 board proper?

Are encoder signals present to the input 
side of IC303 (H-3), IC304 (H-3), 
IC306 (G-3) and IC307 (G-3) on the 
CP-364 board?
