Set Authorization for AT commands

<passwd>

Specified when changing the AT command authorization mask. 

<mask>

Bit mask specifying which interfaces will be authorized to enter AT commands. 
Each bit specifies one interface as enumerated in the table below.

To select multiple items to authorize, add the bit values of each interface to be
authorized.  To authorize API and SMS only, the mask value is 6 (4 + 2).  AT
commands entered over the serial port will not execute and will reply with
ERROR.
