MJ-21 GSM1900 power measurement

After the GSM850 power measurement is done the phone switches automatically to the
GSM1900 band.

Move the cursor to PCL=0 and align the phone exactly to 29.5 dBm.

MJ-21 receiver RSSI measurement

RSSI measurement must be performed on Low, Mid and High channels on both bands
(GSM850 and 1900).
