Maximum number of errors tolerated before failure is declared
Meaning
Each watermark is labeled with a specific SID and a specific level. The level is defined as
Program Content (PC) or some variation of Final Distributor (FD, FD1, FD2, or FD3). The
level of any given SID should not change; a PC SID should never become an FD SID,
and vice-versa.
Validator declares a warning if the level associated with a SID changes. Note that a level
change from PC
→
FD, followed by a change from FD
→
PC, may be counted as two
warnings, although it may indicate only one error. If test 11 fails, take this double counting
into consideration
Currently, Validator declares an error if the level changes to or from “UK” (unknown). You
can probably dismiss such errors because they are often the result of faulty or incomplete
decoding. There should not, however, be an abundance of “UK” watermarks.
Example
The example below shows Validator found three level changes. The test passed because
Validator allows up to 36 level changes.

Corresponding Log Message
The following message should appear in the log file when a watermark level error occurs
or when the level corresponding to a specific SID changes:
-60: Warning, Sequence Number xx, EDU xx: EDU level changed.
