Once the panels are assembled and the brackets are mounted, loosely bolt
the panels to the brackets.

Next, stick the 3M adhesive to the top of the small bracket and install the
bracket into the two holes in the top of the middle panel as shown below.
Once it is installed, lift the panels up as high as they go so the adhesive
sticks the bracket to the roof of the vehicle. Then, while still holding it
there, tighten all the hardware into place.
