Attach the Pivot Connection Bracket to the dock bracket so that the center of the pivot hole is

above  the water surface

2.  Float the lift in and assemble the bushings in to the frame pivot hole and then align the assembly into the pivot 
connection bracket and bolt into place and tighten.
