13 for the first time, practice the following procedure using a
discarded spoke until you are familiar with this device before working on necessary
spoke.

Cut the spoke to the desired length using a pass

such.
If cutting edge appears as indicated by NG, there are over
diameter parts, by using a spoke cutter and such, smooth it
until appears as shown by OK using a bench grinder.
