Indicates if the user is in Talk/Don’t Talk modes:

Allows the user to initiate announcements while
holding the PTT button is down. The page ends
when the PTT button is released.
6a. Latching Button (gooseneck only)
Keeps a page active until the button is pressed
again or the PTT button is pressed.
