This function initializes the receiver mode of the selected API429 receiver channel.
All label descriptors are disabled, receiver operation on the selected channel is
halted and allocated memory is released.
Note: For 'b_Mode' = 2 (Receiver-Transmitter Mixing Mode) the recommended buffer
size for the label receive buffer should be larger than 27 (10ms update rate
for Receive Mixing Channel). If the receiver channel is enabled in mixing
mode all SDI and labels will be stored in one buffer.
