The EMERGENCY screen allows for manual movement of the antenna

intended for Emergency stowing if for some reason the system is stowing in
the incorrect azimuth location. For this reason the system will allow unsafe

movements of the Elevation actuator in order to stow a system in a position
where the system considers it unsafe.

The step rates available here are .1, .5, 1, 5, 10, 25 and 45 degrees per button
selection.
