12. EMISSIONS MEASUREMENT - CHIMNEY SWEEP
In accordance with Articles 32 and 33 of the Regulation on inspection, cleaning and
measurement of small combustion appliances (Official Gazette of the Republic of Slovenia,
No. 77/17):
-
The chimney sweep shall verify, by means of initial measurements, whether newly installed
or reconstructed small combustion appliances exceed the limit values for emissions of
substances into the air and for heat losses through flue gases in relation to the limit values
specified in the Regulation on emissions of substances into the air through flue gases from
small combustion appliances.

The chimney sweep shall check, by periodic measurement of emissions of substances by
flue gases, whether existing small combustion appliances exceed the limit values for
emissions of substances into the air and heat losses by flue gases specified in the
Regulation governing emissions of substances into the air by flue gases from small
combustion appliances.

Periodic measurements of air emissions and flue gas heat losses shall be carried out once
every two years (boilers installed before 2012) and once every three years (boilers
installed after 2012) at the request of the user of the chimney sweeping services, or may
be requested by the competent inspector at the request of the chimney sweep.
In accordance with Article 29, the measurement of emissions of substances by flue gases
shall include:
-
measurement and evaluation of emission parameters, including measurement of flue
gas parameters and determination of the operational status of installations,
-
measurement of heat loss through flue gases,
-
preparing a record of the measurement carried out of the emissions of substances
into the air from the small combustion appliance.
On small solid fuel burning appliances, the measurement shall be:
-
carbon monoxide content,
-
heat losses through flue gases,
-
oxygen content,
-
negative pressure, pressure differential,
-
combustion air temperature,
-
flue gas temperature,
-
the water content of the fuel.
The chimney sweep shall issue a signed measurement record to the user of the chimney sweeping
services on the basis of the measurements taken. The report shall specify whether the installation
is fit for operation. If the installations are fit for operation, a positive report shall be issued. A copy
of the printout of the measured values from the measuring device shall be attached to the record. If
deficiencies are found in the measurement of emissions of substances into the air and of heat
losses by flue gases, the chimney sweep shall issue a negative report indicating the time limit for
the correction of the exceedance in accordance with Article 5(2) of the Regulation.
WARNING
In accordance with Article 32 of the Regulation on inspection, cleaning and measurement
of small combustion appliances (Official Gazette of the Republic of Slovenia, No. 77/17):
the first measurements after the installation of the appliances shall be ordered by the user of the
chimney sweeping services. The first measurements of the flue gas emissions shall be carried out
no later than three months after the commissioning:
-
at the first use of a new small combustion appliance,
-
at the start-up of a small combustion appliance after installation,
-
after reconstruction
-
or after the first start-up of a flue gas cleaning device from a small combustion appliance
firing solid fuels.
