Inhibit time is a minimum time between two consecutive emergency objects produced by node.

The value for heartbeat time is given in multiples of 1ms. The value 0 disables the producer 
heartbeat. Dynamic heartbeat time is affected instantly. But in order to keep configuration after 
reboot a save is needed. Node-ID is affected after reboot.
