Sigrand IP video cameras, Release 1.0.101

Recorded les have user-dened time and size limits.
Upon reaching the limit the le is written with several frames until a keyframe is found,

whereupon the le is closed. Then a new le opens and begins with the last keyframe.
Thus, subsequent les have a one-frame overlap and always begin with a keyframe.
Files have names derived from their start time in the local timezone:
YYYY-MM-DD_hh-mm-ss-msc.ext
where:

YYYY - year
MM - month number
DD - day of month
hh - hours
mm - munutes
ss - seconds
