Serial IO

Enables or disables the Serial IO controller.
If the given device is function 0 PSF disabling is
skipped. PSF default remains and device PCI CFG
space is visible. This is needed to allow PCI
enumerator access functions above 0 in a
multifunction device.

UART 0 & UART 1, SPI 0,1
