pass within 100 yards of a U.S. Naval
vessel, for safe passage you must con-
tact the U.S. Naval vessel or the Coast
Guard escort vessel on VHF-FM chan-
nel 16.
• Observe and avoid all security zones.
• Avoid commercial port areas, especially
those that involve military, cruise-line or
petroleum facilities.
• Observe and avoid other restricted ar-
eas near dams, power plants, etc.
• Do not stop or anchor beneath bridges
or in channels.
America’s Waterway Watch
America’s Waterway Watch, a combined effort
of the Coast Guard and its Reserve and Aux-
iliary, wants your help in keeping America’s
waterways safe and secure. America’s Water-
way Watch urges you to adopt a heightened
sense of sensitivity toward unusual events or
individuals you may encounter in or around
ports, docks, marinas, riversides, beaches or
waterfront communities. To report suspicious
activities, call the National Response Center
at 1-877-24WATCH or 1-800-424-8802. If
there is immediate danger to life or property
call 911 or call the Coast Guard on Marine
channel 16.
10.3 Rules of the Road
As in driving an automobile, there are a few
rules you must know for safe boating opera-
tion. The following information describes the
basic navigation rules and action to be taken
by vessels in a crossing, meeting or overtak-
ing situation while operating in inland waters.
These are basic examples and not intended
to teach all the rules of navigation. For further
information consult the “Navigation Rules” or
contact the Coast Guard, Coast Guard Aux-
iliary, Department of Natural Resources, or
your local boat club. These organizations
sponsor courses in boat handling, including
rules of the road. We strongly recommend
such courses. Books on this subject are also
available from your local library.
Crossing situations
CAUTION
!
Avoid collisions by following navi-
gation rules. If a collision appears
unavoidable, both vessels must act.
Prudence takes precedence over
right-of-way rules if a crash is immi-
nent. Less maneuverable boats gener-
ally have the right of way. Steer clear
of the right-of-way boat and pass to
its stern.
When two motor boats are crossing, the boat
on the right has the right of way and should
maintain its course and speed. The other ves-
sel should slow down and permit it to pass.
Both boats should sound appropriate signals.
Meeting Head-On Or Nearly-So Situa-
tions
When two motorboats are approaching each
other head-on or nearly head-on, neither
boat has the right of way. Both boats should
reduce their speed and turn to the right, pass-
ing port side to port side and provide enough
clearance for safe passage. Both boats
should sound appropriate signals.
