•

ensure phone is tuned (read tuning parameters using Batch Tune com-
ponent in Phoenix, an untuned phone will have all zeros in tuning file),
and has passed tuning

•

ensure call box channel is set for a channel in PRL, and ensure SID is
correct

•

ensure MIN, MDN, and SID are entered into the phone

•

ensure VCTCXO is centered, as described in VCTCXO tuning descrip-
tion below

•

ensure transmitter and receiver are working properly by checking them
in local mode.
