LES busy list.

Removes MES from
NCS busy list, and
updates channel
status table.
LES-SIG
LESI
Removes MES from
NCS busy list, and
updates channel
status table.
ON-HOOK.
MES switches to "In-band
signalling" mode and
sends 6 frames of
channel release SUs,
then turns carrier off.
MES-SIG
Observes MES
carrier off, then turns
off LES carrier and
sends "Notification of
Channel Release"
SU to NCS.
Removes MES from
LES busy list.
