9.11 Sky Condition Index (SCI)
To better understand certain events, the Sky Condition Index is written to the extended data telegram
and NetCDF files. In older CHM systems, the variable was treated as a precipitation index.
Table 22 shows how the index is defined.

-2 (NetCDF) System hardware error or system not yet ready for operation
(-2 in NetCDF)
00 Neither fog nor precipitation detected
01 Rain
02 Fog
03 Snow or freezing rain
04 Reduced window transmission, drops on the windows
// (telegram)
-1 (NetCDF)
-3 (NetCDF) No observation is made, in the NetCDF the numerical values -1, -3 are used instead
of // as in the telegram
