Pressure release valve
opened too quickly and burst
valve has closed
Pump body back up a few
strokes, close pressure relief
valve and then open it more
slowly

inspect latches for probable
stretch (looseness), unload
trailer if loaded but do not use
trailer again until latches are
replaced.

“Trigger” under
latch handle will
not release so
handle cannot
be opened
Latch has been stretched by
some previous event.
Replace latch(es)
