SET mode programming

SET mode is used to change the condition of 9 transceiver
functions: beep tone function, monitor switch action, LCD
contrast selection, self check function, battery voltage indica-
tor, signal strength indicator, squelch sensitivity function, VOX
gain and VOX delay.
