Scenario 2: A dual-band base station supporting not more than three sectors for each band,
with the configuration of GRFUs or DRFUs in two RFCs

If not more than three sectors are configured for each band, cabinet 1 is used for the band for
which more GRFUs or DRFUs are configured. Cabinet 2 is used for the other band. If the same
number of GRFUs or DRFUs are configured for each band, cabinet 1 is preferentially used for
900 MHz.
