Switching (PR_1000232312)

 — In cases where traffic is being L2 switched or L3 routed 

from one port at Gigabit speeds to a group of ports (i.e. to a VLAN) where one of the outbound 
ports is running at a slower speed, traffic may have been dropped even to egress ports running 
at Gigabit speeds. This PR addresses the dropped packets for the Gig-to-Gig port traffic. Gig-
to-100Mbps transfers may still experience packet drops due to congestion (as is normal in 
any oversubscribed scenario).
