Enabling MLD NSR

This feature backs up information about MLD interfaces and MLD multicast groups to the standby 
process. The device recovers the information without cooperation of other devices when an 
active/standby switchover occurs. Use this feature to prevent an active/standby switchover from 
affecting the IPv6 multicast service.
