It occupies one byte and it is fixed to 23.
It occupies one byte ranging from 00~FF. The default device ID is 41.
It occupies two bytes ranging from 0000~FFFF. Data block length is subject to the total number of bytes that the
data block occupies. When the data block is null, the data block length is 0000.
