28. Locate the rudder, the rudder control horns and the 2 slotted base plates as

shown in the picture below. Use sandpaper to scuff the bottom of the control
arms as well as the side of the base plates that will attach to the rudder.

29. As with the elevators, use a sharp #11 blade to remove the covering from the 2

pre-cut slots on both sides of the rudder.
