The video bit rate specified with this command is set during
encoding when it is possible to specify the video bit rate with
the DIP switch settings (SW6=SW7=SW8=ON).
When the bit rate was set during encode operation, encoding
is restarted if SW6=SW7=SW8=ON.
When the bit rate was set during decode operation, the set
value is enabled from the next encode operation.

Returns the bit rate value that is used when it is possible to
specify the video bit rate with the DIP switch settings
(SW6=ON SW7=ON SW8=ON).
