This function is used to initialize the PCI-7396. Every PCI-7396 has to
be initialized by this function before calling other functions.

existCards: The numbers of installed PCI-7396 cards.

The returned value shows how many PCI-

7396 cards are installed in your system.

pciinfo:

It is a structure to memorize the PCI

bus plug and play initialization

information which is decided by P&P

BIOS. The PCI_INFO structure is defined

in ACL_PCI.H. The base I/O address and

the interrupt channel number is stored

in this variable.

This function is used to read the 24-bit digital inputs data from the
input port of the PCI-7396.The written data and read in data is 24 bits
