38400 when the link speed is above 9600. DTE
speed is fixed at 9600 if the link speed is 7200.
If it is below 7200, the DTE speed follows link
speed. When selected with &B1, DTE speed is
fixed at the current rate when an ARQ
connection is made. When a non-ARQ
connection is made, DTE speed follows the link
