You can make restrictions as to whom you wish to accept a Skype or SkypeIn call from. Your choices are:

Anyone:
All Skype users can call you, even users not on your Contact list.
Contacts:
Skype users can call you only if they are on your Contact list.
If details shared:
Only Skype users authorised by you can call you.

Anyone:
You can receive calls from anyone calling your SkypeIn number.
Contacts:
