Enable user authentication function.

Take effect immediately after setting, can be saved after power off.

Parameter 1 : The connection handle value of the slave role.
Parameter 2 : When the authentication function is enabled on the slave device to be connected, the
master needs to enter the key in the form of a command for authentication.
Only effective in master mode and master-slave mode.

0: Disable the pairing function of the slave role.
