4.6.8 Precautions for the H8/3694 Series
(1) The hardware manual says “Initial value = 1. These are reserved bits. When read, they always show the value 1.” On
the other hand, the compact emulator stipulates that
these bits must always be set to 0, and that when read, these bits
show the set value.
