How long in seconds to delay on start operation.

How long in seconds to delay on stop operation. Defaults to "startdelay" if unspec-
ified.

OCF_RESKEY_mondelay

=Monitor delay

How long in seconds to delay on monitor operation. Defaults to "startdelay" if un-
specified.
