A flag indicating wether or not the Hughes modem is reporting a signal lock.
Hughes HN Rx Signal
The instantaneous signal level as reported by the Hughes modem.

Average
The average signal level measurement as defined by the Configuration item
and as measured by the AAQ module.

Gradient
The change in signal level over time as defined by the Configuration item
and as measured by the AAQ module

The Rx signal strength that is being reported by the Hughes modem. This is
the signal that the controller will use to peak on.
