III. Configuring tunnel setup retry
With the tunnel setup retry interval and the maximum number of tunnel setup retries
configured, the system will automatically try to set up the tunnel at the specified interval
until the tunnel is setup or the specified maximum number of retries is reached.

IV. Assigning priorities to a tunnel
Two priorities, setup priority and holding priority, are assigned to paths for MPLS TE to
make preemption decision. For a new path to preempt an existing path, the setup
priority of the new path must be greater than the holding priority of the existing path.
To avoid flapping caused by improper preemptions between CR-LSPs, the setup
priority of a CR-LSP should not be set higher than its holding priority.
